Utilities in Turkey
Utility bills in Turkey are an order of magnitude lower than in most European countries. However, the budget for the maintenance of Turkish apartments should be calculated in advance and the object should be selected based on the planned amount.
Utilities in Turkey are represented by standard expense items. Owners pay monthly bills by:
- electricity;
- water;
- gas;
- heating;
- garbage removal.
In addition, a fee is paid for aidat or maintenance of the internal infrastructure of the house. The size of the aidat depends on the status and infrastructure of the residential complex.
All apartments in Turkey are equipped with metering devices — counters. That is, payment for utilities is based on consumption data on meters.
Electricity
As we have already noted, electricity tariffs in the resort country are lower than in most European countries. But given the rather hot climate in Turkish apartments in the summer, air conditioning systems operate almost around the clock, which accounts for the bulk of the electricity consumed. To save money, local citizens and foreigners purchase less energy-intensive household appliances, energy-saving light sources, and use washing machines at night.
How much does electricity cost in Turkey? It all depends on the intensity of use: the lower the consumption, the lower the tariffs. In addition, three tariff plans are available to subscribers:
- peak;
- night;
- daytime.
In 2023, the cost of electricity in Turkey (excluding taxes) is:
- 1.37 ₺, if consumption does not exceed 150 kW/month.
- 2.06 ₺, if consumption is more than 150 kW/month.
In addition to the amount for the energy resource used, a number of taxes are indicated in the bills. Namely:
- KDV, or value added tax, is calculated taking into account consumption, administrative fee, etc.
- BTV, or tax, which is calculated in relation to the tariff group and depends on belonging to a particular municipality of the country.
- TRT — operates on the basis of Law No. 3093 and includes a certain rate for radio and TV (about 2% of active energy).
- Enerji Fonu — regulated by Article 2 of Schedule 2 of Law No. 3291, according to which 1% of energy must be transferred to the Ministry of Energy and Natural Resources for the maintenance of government facilities, research and development.
The total amount of taxes that is added to the individual electricity bill is about 15–40 ₺.

Electricity bills are sent to owners by email, which was specified in the agreement with the energy supply company.
Water
Utility payments in Turkey include payment for consumed water by property owners. There is no general tariff in the resort country. Municipal authorities determine the cost of a cubic meter of water. In this case, the coefficient of active consumption is taken into account: the more resource used, the higher the tariff. Thus, in Alanya and Antalya, 1 cubic meter of water costs residents approximately 8.25 ₺, and in Istanbul — approximately 5.5 ₺.
Each house has a cold water meter. Central heating and hot water supply are not provided in the Republic of Turkey. For this purpose, electric boilers are installed in houses.
Except for “clean” water consumption, the payment includes several mandatory taxes:
- KDV, or VAT;
- Atık Su, or tax for sewerage services;
- ÇTV Katı Atık, or solid waste fee.
As a result, the individual water bill, taking into account taxes, increases by 40–50%.

Gas
Gas is centrally supplied to residential areas only in certain regions of the Republic of Turkey. Owners, as a rule, purchase regular gas cylinders at an average price of 180 ₺ per piece. A cylinder of this volume is enough for one family for several months.
Heating
Surely our readers already know that centralized heating in Turkey in many regions absent. The thing is that in the southern resort areas of the country the average daily air temperature rarely drops below +10… +15 °C. In the north of the state, where in some areas it is cold in winter and the thermometer drops below zero, housing heating systems are provided.
In general, there are several options for heating residential premises in the republic:
- installation of a heating gas or solid fuel boiler at home;
- installation of gas boilers in each apartment, subject to the presence of a central gas supply;
- the use of boilers and furnaces that run on different fuels — from firewood and coal to pellets (as a rule, such options are found only in old housing stock);
- air conditioners and electric heaters — This option is the most common in residential complexes in the Mediterranean and other resort towns.
That is, in part, heating tariffs can be equated to the price of gas. For domestic purposes, the cost of consumption will be about 2–3 ₺/1 liter. However, the government is trying to compensate for rising natural gas tariffs, so often about 70% of the resource used in everyday life is paid for from the state budget.
Garbage removal
In Turkey, owners, along with the annual real estate tax, pay a tax for waste removal, the amount of which is determined by water consumption:
- In large cities, the tariff for apartments is 0.68 ₺ per 1 m3 of water.
- In other localities — 0.5 ₺ per 1 m3 of water.
The specified tariff does not apply to owners of commercial premises. They pay tax based on the volume of garbage.
How to pay utility bills
Utilities in Turkey are paid in several ways:
- Payments are accepted at RTT post offices at your place of residence.
- All Turkish banks accept utility payments.
- Owners can use Internet banking or ATMs.
- It is also possible to pay utility bills in Şok stores.
Important to remember!
Money arrives in the accounts of utility companies within 3 business days. To avoid late payments and interest charges, it is recommended to pay bills in advance.
Fines for non-payment of utilities
In Turkey, timely payment of utility bills is strictly controlled. Late payment may result in termination of the supply of utilities and the accrual of penalties and fines.
So, if the payment is not received on the settlement account of the utility company within the period indicated on the invoice, the subscriber’s electricity or water will be turned off automatically and the meter will be sealed. Resumption of resource supply is possible only after repayment of the debt and penalties for servicing.
